I would recommend RT Tracker as well. I have used it in the past and it is fairly easy to set up.

Never dealt with a PHP-based system.

When I was an SA with the department, we used Request Tracker
(Perl/MySQL) for a trouble-ticket system. It even provides scripts for
local e-mail aliases for ticket transactions via e-mail (including
creating requests).
