Can't answer all of your questions but...
in redhat 9+ (including FC1-3)

I will put the stick in a usb, and if it doesn't get
recognised right away and automount (FC3), then I will
mount it with the following command
# mount /dev/sda1 /mnt/stick
(/mnt/stick is a directory I made for the purpose.  I
forget what FC3 uses)

I imagine an /etc/fstab entry will enable Fedora prior
to FC3 to automount.

Warning...SWAG follows: I don't think it's a
motherboard as much as a bios issue to boot from one
of the sticks.  having said that, it probably will be
a motherboard with usb2 built in, maybe no older than
2 years old. but this is just a guess.
