 I think you will find that the biggest problem you will have is that M$ won't let you run any kind of terminal services (except for admin mode, max 2 administrators at a time) without paying them. Once you have paid M$, then you can use lots of different programs to connect to the server.

What your best bet is probably going to be is vmware to run winxp on your clients.  You've already licensed the client OS, so that shouldn't be a problem. Deployment should be a snap.  Install one VM, install WinXP,  and all of the software your users will need, then run sysprep to roll back the install slightly (so you don't have issues with different virtual machines having the same names, etc), and copy that image to everyone who needs winders.  Problem solved.

Thanks for the post!
Most of these (and what I can find) require a windows terminal server, 
which I believe you still need to buy a CAL to be legal, which I'm 
hoping to avoid, so I would need something that has it's own server 
piece independent of terminal services.
