whoops!

When all the selected distribution sets has been extracted, you
	will be allowed to select which time zone your system will be
	using, all the device nodes needed by the installed system will
	be created for you, and the file systems will be unmounted.  For
	this to work properly, it is expected that you have installed
	at least the "base40", "etc40", and "bsd" distribution sets.

I'm gonna take a guess that bsd.rd does not contain base40 and etc40

yes, I did make the right partition "active"

Another thing I realized is that the install doesn't recognize my network card pcimcia, 
I am worried that it is not compatible, 
but hoping I can install drivers at a later time, or maybe the bios needs some changing.
