Mozilla & Firefox Printing Problem

Hi.  I am using Mozilla 1.7.8 and Firefox 1.0.4.  I have the identical 
problem in each of them:

I have a printer that will not print 1/4" from top and bottom of the 
page (HP Deskjet 895 Cse).

I go into Page setup and set the page top and bottom margins to 0.7 
inches (in each browser).

When I do a print preview, the page headers and footers are flush with 
the physical page edge - they ignore the margins.  When I actually 
print, they are cut off and thus invisible.

I really need this feature because I put URL's in the headers that 
enable me to get back to the source of things that I have printed.

How do I fix this?
