for the emacs wizards

i'm installing a new lisp package, emacs templates and one of the steps 
is that i add (require 'template) and (template-initialize) to the 
.emacs file. how or where do i set this globally so this is not 
required? if i was the only user using this package this wouldn't be a 
problem, but then i wounldn't be using vi (ha ha). i don't want to have 
to updated everybodys .emacs and any future users, that would be silly.

i'm on the hunt for this so if anyone knows how to do this.
