That's how I understand it to be.
If I telnet in and check the jobs running (ps -axf), I see:
608 tty1 SW 0:00 [login]
872 tty1 S 0:01 \_ -bash
for a logged into console session (Alt-F1),
609 tty2 SW 0:00 [mingetty]
for a not-logged into console session (Alt-F2),
8509 ? S 0:00 \_ in.telnetd
8510 pts/0 S 0:00 \_ login -- ikenneg
8511 pts/0 S 0:00 \_ -bash
8523 pts/0 R 0:00 \_ ps -axf
and this for the telnet session.
mgetty is used when serial ports (and possibly modems) are involved, and
mingetty on the "tty" console terminals.
