Three places: /etc/services to make sure that 110 is assigned to pop,
/etc/inetd.conf to make sure that there is a program to fire off when someone
connects to port 110, /etc/hosts.allow (and hosts.deny) to make sure that TCP
Wrapper will allow the connection to port 110.  You also want to make sure that
the programs 'tcpd' and the pop program mentioned in inetd.conf exist.
