This isn't the first time I've commented on an attachment sent to the
list. Even at 116k, a list member stuck on dial-ip, who is using pop is
FORCED to download the image, even if they have no interest in viewing it.
Multiply 116k by the number of list members of list members, and suddenly
it's not such a small number.

RFC 1855 - Netiquette Guildelines provides further suggestions and
probably offers a better wording that what I have suggested.
