Google Toolbar

I tried to install it, but: It says open manage bookmarks and drag the 
link to the Personal Toolbar Folder. Near as I can tell, I don't have a 
Personal Toolbar folder and draging the link itself up to the personal 
toolbar doesn't stick. How do I do this?
