When I worked for Time Warner (Adelphia at the time), I would have customers 
do this: try hooking the cable modem up directly to the PC and start the
download again (after rebooting the modem and the PC).  That way that takes
the router out of the equation.  If you still have problems, then it would
probably either the NIC is going bad (unlikely) or there may be a problem 
with the modem or signal itself.
