I've seen that on brand new pc's before from Compaq, HP's, etc.. 
Sometimes these "value" systems are built with such a small power supply 
that they can't handle all the requirements and don't spin the cpu fan 
with enough rpm for proper cooling. I had one that we replaced the power 
supply, didn't help, but I was suspicious of the motherboard because 
they put the cheesiest mb's in some of those systems. Replaced the mb 
and the cpu fan flew, like twice as fast as before. Something on the 
original mb was not right with the power, and that system was no more 
than 3 months old, the client couldn't believe it, and never got a call 
back from the guy. Before he brought it in, it constantly froze, 
randomly. Do this for some cool temp monitoring stuff...
