[nflug] Portal Framework...

Three come to mind. Haven't tried them. but I've wanted to learn how to 
use them. They are

    Ruby on Rails
       http://www.rubyonrails.org/

    Zope (uses Python)
       http://www.zope.org/

    PHP Fungii portal framework
       http://phpnuke.org/modules.php?name=News&file=print&sid=424
