Although any port can be used, I'd avoid any privileged port other than 21.
If you want to go to a non-standard port, use one higher than 1024. (and
make sure you tell people that need to access it that it's on a non-standard
port!)

BTW, the listen port is usually either a runtime option or more likely in
the config port.
