[nflug] Problem With Perl After OS X System Restore

I can't say for sure as I haven't run into your specific problem, but my
educated guess from similar problems is it probably will.  Xcode contains
all the development libraries and software development tools.  It's like
installing the headers and development tools on a linux install.
