ISP in Niagara Region, ON

Does anyone know of a good ISP in the area? I'm looking for the usual ..
static IP, servers allowed, hopefully no caps, a good connection, and a
reasonable price (e.g., $100/mons is way too high).

The only thing I found was http://services.igs.net/ for $54.95 before
taxes. Are they any good? Any better or cheaper alternatives?
