or if you are still using XFree 86
/etc/X11/XF86Config # or something very similar

look for 'Section "Monitor"' and you probably want to change VertRefresh. 
Checkup on your monitor specs. For example, I have mine set to 
"VertRefresh 50.0 - 160.0" for my Dell E773c
