APC symmertra (was PowerStrip)

I have two hard drives, hdc is just /boot and /srv, each on separate 
partitions, hdd has the rest.  The apache2 message I get is access 
forbidden.  I changed the permissions on the whole folder to read/write 
for all groups, do I have to change permissions for the device too?  My 
httpd.conf file has access allow, deny then allow all.
