ssh/telnet fedora 4

I was having issues with using telnet and ssh on a box
that I set up with Fed 4. I kept getting connection
refused with both telnet and ssh even after port
forwarding was setup. After doing grep for telnet and
looking in the /etc/xinetd.d I didnt see the telnet
service. So I found the rpm on rpmfind.net and loaded
the telnet-server. After trying to load the rpm I got
an error about not having xinetd. So again I loaded
the rpm for xinetd and the telnet-server loaded fine
too and I was abble to use it. The SSh I setup using
webmin and I got that to work. Are these services not
loaded by default anymore in Fed 4? I never had this
problem before. Or was it just somethig I missed whe
choosing what to install. I never had this happen
before.. I was driving me nuts cause this was always
loaded for me in the past. Any suggestions?
