MySQL 4.0.21 and new licensing...

Yes, and that is my point... all the licensing issues that have caused
MySQL not to be bundle with certain projects (PHP) and have caused other
licensing concerns (reason why Fedora/RedHat do not include MySQL 4.x is
due to possible conflicts between PHP's and Apache's non-GPL licensing).

This, hopefully, means the RedHat/Fedora will incorporate newer releases
of MySQL since MySQL now allows non-GPL software (Apache & PHP) to
interact together without causing issues of a GPL related nature.  It'd
also be nice if PHP could rebundle MySQL extensions/libraries in PHP5 they
way they do in PHP4.
