I'm still not sure what you're talking about - I can only speculate that
you already have a list of member addresses, but want to only allow some
of them to be able to send message to all the list without requiring
moderator approval. If this isn't correct, please provide a detailed
description of what you'd like to do. What "news broadcast list" means is
beyond me.

To set up the list so that only certain members can post a message and not
require moderator approval, select the "Membership Management" management
link. On the next page that's displayed, Go to the bottom, and toggle the
setting for "set everyone's moderation bit". You can then unselect the
"mod" column setting on a per-address basis for those addresses you'd like
to be able to post without requiring moderator approval. The default
setting for the moderation bit can be set under "Privacy Options" ->
"Sender Filters" in the section labeled "default_member_moderation".
