Whelp,

Modules that are automatically loaded no matter what are located in:
/etc/modules

Also, check the /etc/modutils/ directory for any references to the modem
driver that may be bound to serial modules. (Improbable, but not
impossible.) If you do need to update that, run `update-modules` as root
after doing so.

You could also just delete the driver from:
/lib/modules/`uname -r`/kernel/drivers/

The last option might be the best. I mean, who the hell wants to use a
modem, anyway? ^_~
