Good IDE for webdev under Linux

One I have heard of (and seen a very little bit of) is
komodo...
http://www.activestate.com/Products/Komodo/
the drawback is that it isn't free... about $300 if
you are making a living using it, $30 if you are just
learning or doing private hacking (old time use of the
word) with it.
