That does remind me of a client that I have, where they have a pc that I
built in an office, a dual boot I made for them. When on winblows the
monitor has this constant annoying flicker, and when on Linux, it
flickers, but way less. You should see if you have interference of some
sort around. Try putting the pc on an extension cord to some other plug
on a different circuit, just to test.
