Apache slashes

What file to load upon going to a directory is specificed in the
httpd.conf file.
I believe the options is DirectoryIndex
typically it has something like:
DirectoryIndex index.html index.htm
which say “if someone goes to a directory, look for one of these files”
if it does not find one of those specified files, it will give an
error..
so what file(s) is in that directory?

Is there a way to configure apache to accept addresses sent as
http://www.site.com/dir instead as http://www.site.com/dir/. or at
least automatically put it in. When I load my site without the / it will
not load and some of my servers users (I host web sites) get annoyed by
it and asked me to fix it. I did some google searches and did not find
anything usefull. Anyone know of a fix?
I run Apache 2 on Redhat 9.
