Some versions of PHP (distro compiled and installed) do not have the CLI
compiled/installed.  My RedHat install had the CGI version and not the
CLI.  Running 4.3.1 doesn't guarantee that the CLI is useable.  It's
meant more as a web scripting language than shell, unlike Perl, which
works many, many different ways.  Give PHP time.  Depends on the admin
of the box, and whether it is custom compiled, or installed from the
distro.
