Also try vmsnet.alpha for info. I would also suggest that maybe other 
versions of Unix/linux than RedHat may install on it like OpenBSD or OpenVMS.
I'd try the latter. I know you tried Debian and ? but not to many flavors of 
linux are ported to alpha. I would look into unix like OpenBSD and (OpenVMS) 
for the hell of it and see if they've written a MILO for your motherboard for 
their distribution. It can't hurt! For all we know OpenVMS may be the trick.
I know I saved bookmarks on OpenVMS stating that it is often used on alpha's
It looks from what I've seen a cool version of unix like IBM's AIX but free.
I was going to one day get another alpha box of sorts and try out OpenVMS for 
the hell of it since AIX is not free and from what I've been lead to 
understand its written for use on IBM hardware box anyways. Don't know if 
this is really true, but I'd like to get an RS/???? used IBM with AIX for a 
look see anywho. Let me know how you made out on the OpenVMS front.
