A subject that I just got through dealing with...
It was a MAJOR PAIN! But it is doable. 
If you already have the XP partitioned/installed, it is most likely in
NTFS,and that is not good, however,
If you are partitioning from scratch or wish to copy the current XP to a
new FAT32 partition, here are the steps I have found.
W2K and XP limit there formatting capacity of FAT32 partitions to 32GB,
so, if your drive is larger than that, it will not even give you a
choice as to how to partition. I had an 80GB drive that a client wanted
XP on and she also wanted to dual boot and have rw access to the XP
side.
I then tried to format the partition with a win98 ebd but that didn't
see the drive fully either.
So, I booted the 80GB as a slave to a Linux box and partitioned it with
fdisk. For reasons probably of my own lack of knowledge, I have never
been able to successfully partition a FAT32 in Linux. So I then took the
partitioned drive of 80GB and connected it as a slave to a win98 box and
formated it through that.
OK, now I had my 80GB partition formatted in FAT32 and I then
successfully installed XP on it for the dual boot system.
If, say you have and existing XP that you would like copied onto such a
device, you might be able to ghost it right over or just straight copy
it from a Linux box or what have you.
TIP, if you copy the file c:\windows\system32\wpa.dbl back onto the new
XP, you will bypass the need to re-activate if it detects a new
install/hardware change.
