I kind-of remember looking at this site, or another site, which was sharing
its source base. It was probably a different site. http://slashcode.com/ is
pretty interesting. I am now looking into slashcode as well.
Slashcode is based upon perl (references to mod_perl in the FAQ).
There are quite a few sites which utilize this tool
It appears to be customized using templates, and customized structures known
as themes and plugins.

There is a bit to know in order to customize the site beyond the intended
purpose.
It may be useful as installed.
