vacation program, shell to mail to programs

Ok wrote my perl cgi to create the .forward and .vacation.msg files. One 
problem. I don't want users to have login access (they use mail and 
samba) but if I don't have a shell I get:

user at dynabrade.com doesn't have a valid shell for mailing to programs

I tried /sbin/nologin same error. Any idea of a shell that will not allow logins but allow vacation to work?
