To the best of my knowledge, all versions of Netscape Navigator store their 
bookmarks in a simple HTML file called "bookmark.htm" (or bookmark.html 
under Linux).

If you have existing bookmarks in Netscape under Windows, all you have to 
do is copy that HTML file to the Netscape preferences directory (usually 
~/.netscape) and replace the 'bookmark.html' file that is created 
automatically.

This method has worked for me. In addition, I know from experience that the 
latest version of Netscape (at least the Windows version) will allow you to 
import IE internet shortcuts using an import command.
