The oddball thing seems to be that the guy's firewall seems to be ok with the duplicate packets (which means the firewall programmers understood this issue), and it doesn't think it's an attack.  The connection is being rejected by the email server.

We actually run both here at LocalNet/CoreComm.  I'll try and do some digging
and see what I can find, but AFAIK we have never had this sort of
problem (we use Cisco routers and switches here).
