[nflug] T1 connection question

Company I am working for is using Onecommunications
for our provider. We origionally had just a data t1
and people where complaining that data connections to
our Charlotte office  and other offices is slow. So
for a few hundred dollars more I was able to get a
bonded T1  service which uses Inverse Multiplexing
over ATM with 3 bonded T1 handoff = 4.5mb/sec. Because
of traffic and such it comes to about 3.5mb. After
doing few DSL tests I have noticed the upload speeds
are slower then the download speeds. I have put calls
into Onecommunications and they are trying to find out
issues. What causes the upload speeds to be slower? I
thought that most of time that up/down speeds should
be constant. Are most of the speeds dependent of
Onecommunications? Out network is not really busy and
I think IMA is overkill but office mgr insisted for
the price was good.
