haha standard,  on linux??  ROFL! That's funny.  Each linux likes to do
things it's own way,. the blessing and curse of linux, but it allows it
to evolve in a darwinian style (weaker dies off, stronger survives).  
Redhat uses "service" (service network restart), gentoo uses rc-update
(hybrid Sysv approach with inifinite different runlevels that are
defined by a textual nameinstead of 0-6 like sysvinit, and uses a cool
priority style (scripts have lines  like "need net" and whatnot which
lets the init system reorder things based on what other scripts need)
ordering system (no numbering shit like in redhat in /etc/rc{0-6}.d) ),
I forgot what debian uses,  but I know their default runlevels are a
little different numerically, but it's sysv under the hood)

Just be thankful it's not like the (very) old BSD runlevel system that
some old versions of slackware used (I think current slack is sysv
style) used only a couple scripts to start up EVERYHING under the sun
and you had to uncomment/comment out parts of those scripts to control
what runs or not. (from your troubles below it sounds like you'd like
that one better actually)
