DSL without Phone?

I have dsl w/out voice. I do my own VoIP solution. The
speeds 
are 3 down 784 up for $40
      1 down 128 up for $30
       784 down 128 up for $15
Any of them will work fine for VoIP. Although if
you're doing a lot of downloading the voice may get
choppy and you'll need to do some QoS fix. You can
also use a more compressed 
voice codec like gsm or speex.  I'd like to know if
still use 911
because I think the telephone company has to provide
that to a residence wether or not there is phone
service in a house in 
case of emergency.  Anyone know for sure?
