If you wanted to setup a squid proxy server on a linux box you can setup 
all kinds of access controll lists keyword,url, ip, ect. I believe you 
can even do acls by time no browsing between 8-9pm for example.  Then 
you would setup mozilla to use the proxy settings of your new squid 
proxy server.
