2 public ip's

Hi all, Having trouble getting a second ip recognized.
Here's the scenerio. We're looking to put a linux box
on a publice ip to serve SIP w/out having NAT issues (
it will also have a private address on another
interface). 
We set it up like this ->  ISP -> switch -> linux box
(public ip  #1)  & router (public ip #2) . The router
works fine w/ both IPs from the isp. But when I assign
the address to the linux box I can't get anywhere. Any
ideas for this type setup? What am I missing ?
Everything is the same on the linux box and router gw
and dns  (except the address of course). Anyone have a
similar setup?
