Hello Richard,
  I will touch on just a few things very broadly as I really don't use 
ftp but...
1. Is SELINUX running?
2. I prefer to use ssh and your fc4 box is already ready to go with 
this. Any newer ftp app should be able to do sftp and there would be 
next to nothing to set that up server wise. I know of a nice windows app 
(name escapes me), my fav is gftp :).
I know your setting this up to teach the students, just thought I would 
throw this in, you might want to setup one of these..
