Are you sure that you've got v4l2 and not just v4l1 compiled in? On my FC4 system I see, for example: 

/lib/modules/2.6.11-1.1287_FC4/kernel/drivers/media/video/v4l1-compat.ko
/lib/modules/2.6.11-1.1287_FC4/kernel/drivers/media/video/v4l2-common.ko
