Mandrake Sound Config

Sounds to me like 'ARTS' isn't finished starting up before the window manager
tries to produce sounds.  The result is that there is no listener on the ARTS
port so it doesn't connect.

Makes sense to me.  I don't think that there is much you can do about it.
