Squirrelmail Problems

I have a user who got about 6 or 7 600KB jpegs in his mail, he's trying to
forward the message and he gets:


Fatal error: Allowed memory size of 8388608 bytes exhausted (tried to
allocate 708501 bytes) in /var/www/squirrelmail/functions/mime.php on line
448

I upped the limit in php.conf to 16MB in php.ini and restarted apache. The
problem persists and it still says it has a 8MB limit. I'm running 1.2.7
version of squirrelmail, I know there is a 1.2.8 version but I haven't
installed it yet, this machine is in europe.

Any Ideas?
