I checked the telnet program, but I couldn't find a COM port communication
option.  Telnet is designed for TCP/IP connection only (although I don't
dismiss MS from coding a hybrid version).  Since you're doing a COM style
communication, you'll want to use HyperTerminal (which comes with
Windows).  You can add it through Add/Remove programs -> Communications
(or accessories possibly).

You can select a direct communication through the com port at that
point.... depending which com port your cable is connected to.
