telnetd on mandrake (or, i seem to have been whacked with a stupid stick!)

Hmmm... It should be called in.telnetd and it should be in /usr/sbin.  If it's
there, you also have to make sure that the entry for telnet is uncommented from
the /etc/inetd.conf file so that inet can fork the thing when you attempt to
connect.  The line will say something like:

telnet  stream  tcp     nowait  root    /usr/sbin/tcpd  in.telnetd

Note that it's using 'tcpd'.  This the TCPWrappers system that you can use to
limit access to the telnet on the machine.  Look at the man pages for
hosts.deny and hosts.allow.  You can do some pretty interesting stuff with
that.  If you don't want to limit the attempts to log in, then simply make sure
that everything is commented out of /etc/hosts.deny.

If you don't have in.telnetd on the machine, get your mandrake CD and install
the 'telnet-server' package (at least that's what I think it's called).
