Setting NIC to eth0/eth1

Ouch!  This is one that I truly don't understand, either.  I generally swap NIC
cables until stuff is right.  Then I mark the boards so I don't forget. 
Anybody have a clue how PCI works?  I am guessing that each slot is
addressable, somehow and that each slot is poked in order to find out what's
there.
